02/29/16 SNNA Minutes
Called to Order by LC at 6:02pm at The Morgan Park Community Center
See attached PDF for a list of those in attendance.
  1. Minutes were reviewed and a motion made to accept the minutes as written by Marc Quinn, 2nd by Carol Freedman. Accepted by unanimous voice vote.
  2. Community Reports: North Precinct Community Liaison Officer
    1.  Robert Kerpka provided the monthly report. He reported that so far there has been a 22% drop in crime in the area this year. This may be due to the snowy weather we experienced in January. Salemtown and Germantown continue to exhibit the least amount of serious/violent crime in the North Precinct.  It was noted that there was an attempted bike theft in Salemtown Commons. It was suggested that if you leave your bike outside, please invest in a good quality bike lock.
    2. Officer Kerpka provided his telephone number to neighbors who may have additional questions. 615-862-4428 He reminded the group that this phone number is ONLY for informational purposes—PLEASE call 911 in an emergency.
  3. Freddie O’Connell, Metro Councilman
    1. Freddie reported on the Nashville Farmer’s Market Community Meeting regarding the expansion of the State Museum on the lot north of the market property. The area that is currently grassy field, the north parking lot, and the north sheds are set to be demolished for the new museum and parking lot. This will result in a net loss of parking for the market, especially during the construction phase of the project. Although this is a concern the city is working on a parking plan that should include state parking lots and shuttles. The new Sounds Stadium parking garage should also be available. The ground breaking for the museum is April 6.
  4. Developer Presentations: (1623/1625 7th Avenue North) (Troy Stackhouse from Odyssey Construction, Matt Kuykendall and Chip Howorth from Stone and Howorth)
    1. The property in question is at the corner of 7th and Garfield on the south side of the intersection across from the women’s mission property. One lot is currently empty, the other has a duplex that is a rental property. The plan for the development is to build eight units, four facing Garfield and four facing 7th. This will require a change to the SP in order to increase the density on this property. The dwellings will fall in line with the attractive higher density housing that currently exists in the neighborhood (ex: 5th and Garfield). They showed a site plan and a conceptual front elevation. Approximately 5 units will have garages, the rest will have 2 parking spots per unit plus one extra visitor spot. They will be 3 story units of approximately 2000 to 2400 sq ft.  Storm runoff will adhere to city codes.
i.A member voiced concern that the property is more elevated from the sidewalk than the one at 5th and Garfield. Thereby resulting in structures that stick up much higher overall. The developers agreed to look into this and report back to the association as further plans were solidified.
ii.A member voiced concern regarding the heavy traffic flow at that intersection. Lindsey noted that this is an area on the radar for the comprehensive neighborhood traffic plan.
iii.It was noted that there are currently several mature shade trees on the property that will be removed. We requested a replacement of at least some of the shade trees, as opposed to trees that are smaller at maturity. The developers said that the landscaping is at the end of the planning process, but took note of our request.
iv.Time line for the project? They expect final approval in July or August, and then September or October to break ground.
v.There was some concern regarding the modern design of the concept drawings. The consensus of the SNNA members present was that a more traditional/historic design is preferable that a modern one. Chip replied that although the design is modern the materials would be more traditional (brick and stucco). He mentioned that the design had not be decided and they would be open to adopting a more traditional look such as one similar to 5th and Garfield and the units on 12th South and Wedgewood.
vi.The developers assured the group that they would return with updates prior to the final decisions.  They asked if the group was ok with the number of units and the location without a final decision on the architecture. The group agreed.
  1. Committee Reports: Philanthropy
    1. Mindy Quinn reported that the philanthropy committee had their first meeting on February 6. The group has decided that they want to act as a sort of clearing house for needs in the neighborhood—matching people in need up with local service providers. The members of the group have begun gathering information about available services in the neighborhood and will meet again on Saturday March 5th.
i.The philanthropy committee will be planning the SNNA Easter Egg Hunt in Morgan Park to be held on Sunday March 20th at 2pm.  We will be collecting donations of plastic eggs and candy prior to the hunt.
  1. Committee Reports: Social Committee
    1. Darren Bradford announced that the Social Committee will be hosting a St. Patrick’s Day party at the home of Darren Bradford and David Plazas on Saturday March 19th. This will be a neighborhood mixer, all neighbors are invited.
  2. Treasurers Report:
    1. See attached report
    2. SNNA will be selling tshirts this year. You can pre order by Wednesday.  We will be ordering a number of shirts to sell at events this spring. See Rochell Pierce for yours.
  3. 2016 Budget: (See Attachment)
    1. Rochell Pierce moved to accept the budget as proposed, 2nd by Raj, budget passed with unanimous approval.
  4. New business: Salemtown signage
    1. As part of the neighborhood discussion when the Salemtown Cottages development was being proposed, the developer will be installing a sign for Salemtown Neighborhood on the brick wall on the edge of their development overlooking the I-65 Rosa Parks exit. Lindsey Cox proposed that a metal sign, set slightly away from the fence, giving a three dimensional appearance would be attractive and low maintenance.  SNNA would be responsible for future maintenance and upkeep. Brandy asked about the possibility of adding lighting to the sign. Lindsey said that she will keep the neighbors updated on NextDoor.
  5. Read to Me Week at Nashville Public Schools
    1. Freddie announced that the upcoming week is “Read to Me” week. If anyone is interested in volunteering, contact Megan McGuire at Buena Vista Elementary
The meeting was adjourned at 7:07pm.
