Welcome:
Cindy Edwards opened the meeting, introduced the Board, NDOT representative Chris Augustino, Councilmen Jacob Kupin, Dr. Anthony Aamodt from Pro2Col, and welcomed community members.
NDOT Update – Rosa L. Parks Blvd.
Key Issues
Safety at Garfield & Rosa Parks is a primary concern due to heavy pedestrian crossings.
Parking adjustments may be needed for bus movement and visibility.
Planned Improvements
Additional bike lanes, striping, flex-post protection, and signage for improved visibility.
Inspiritus project will trigger a redesign of the intersection of Rosa/Garfield, adding a north-side crosswalk during the signal rebuild (timeline TBD).
Larger corridor overhaul expected in 3–5 years.
Community Feedback
Concerns about unsafe turn lanes into Garfield.
Strong priority for marked crosswalks and pedestrian safety over bikeway additions.
NDOT will circulate design plans for community review.
NDOT Action Item
Provide detailed follow-up on crosswalk locations, parking impacts, and project sequencing.
Councilmember Kupin Updates
Zoning
Clarifications:
R6 → allows two-family homes (owner-occupied).
RS → single-family only.
New RNR district allows cottage-style multi-unit homes (not yet used locally).
Proposed zoning bill may reduce building height from 45 ft to 35 ft; amendment excludes areas within the interstate loop.
Neighborhood Issues
Cement plant noise and truck traffic: Residents encouraged to continue reporting via Hub Nashville.
Google Fiber: Now installing via alleys; responsive to repair requests. A separate communication channel will be shared for any concerns.
Panhandling at 65 & Rosa Parks: Kupin coordinating with the Office of Homeless Services.
Community Updates
Safety & Infrastructure
NES security lights available for alleys/homes (~$80/month).
Decorative streetlight outages can be requested through Hub Nashville.
Ongoing concerns about stop signs, visibility, and alley activity.
Beautification
Metro Water is drafting a Salemtown tree-planning initiative, including Morgan Park and Fehr School.
“Friends of Morgan Park” group forming, led by Derek.
Property & Code
Buildings such as the old Head Start site can only be escalated if safety hazards exist (rodents, mold, odor).
Residents should submit concerns through Hub Nashville.
