Salemtown Neighbors Neighborhood Association Meeting Minutes
November 28, 2016
Meeting was called to order at 602pm my Mindy Quinn (secretary). A list of the members and guests in attendance will be maintained on record.
The meeting minutes from the two previous meetings were provided to those in attendance. John Hutchinson made a motion to approve the minutes. That motion was 2nd by Rochell Pierce. The motion was passed by the members in attendance.
1.Community Reports
The tentative schedule includes: Gates opening at 4pm, music beginning at 6pm. At midnight, there will be a 5 minute fireworks show followed by another music set, but the repeaters will be turned off at 12am. Keith Urban will be the headlining act. Planners estimate that the crowd will be about 100K people. The Farmers Market will be open, and there will be food trucks and alcohol sales.
Although the neighborhoods have not been included in the discussion prior to this point they were allowed a bit of time to ask questions and voice their concerns. Although parking arrangements have not been completely finalized, there will be a combination of state parking lots, shuttles from downtown, ride sharing and taxi drop-offs. Extra police patrols within the neighborhoods have been requested, associated with coordination between North and Central Precincts.
There are a few ways that nearby neighborhoods could benefit from the event. Neighborhood logos and information can be shown and neighborhoods can sell parking. Neighborhoods will have an opportunity to respond after the event in the planning for next year.

b.Mitch Kornberg- Community Liaison Officer Metro Nashville PD
In this period the number of robberies and assaults are down overall. There was one homicide in North Precinct in 2015 and one in 2016.
Q: Freddie asked for an update on the woman that was attacked near the ballpark (Central Precinct) in November. A: Both suspects have been arrested.
Q: Melissa mentioned that she has had a number of apparently homeless individuals knocking on her door, appearing disoriented asking for help. A: Please call the non-emergency number (615-862-8600) if someone knocks on your door requesting help. The responding officers are trained to provide aid to individuals and if they are simply trying to determine if you are home the officer is the best way to handle that situation. Officer Kornburg asked for their address so that he could request increased patrols in their area. Freddie also requested that they reach out to him regarding assistance for the homeless. He serves with the Homeless Commission and can put military veterans in contact with specialized assistance.

2.Committee Reports:
- Neighbors to Neighbors (Social Outreach): N2N sponsored the Trunk or Treat at the Nashville Rescue Mission at Garfield and Rosa Parks on Sunday Oct 30 from 6pm to 8pm. We had 10 beautifully decorated “trunks”, a photo booth, carnival type games and a face painting station. There were approximately 80-100 kids from infants through middle and high school. About 20 neighbors participated in this fun event.
- Treasurer: There are no expenses that have been paid in the last 30 days. SNNA will be paying for the turkey and ham at the SNNA Members Holiday Party in December. The final numbers from the Halloween Block Party have not been turned in yet. We have had 56 total memberships in 2016, 26 of which were new.
- Social Committee: The 2016 Holiday Party will be held at 1732 6th Ave N on Dec 17. The first event of 2017 will be the Mardis Gras Mixer.
- Elections: There have not been any new nominations for SNNA board positions for 2017. All current board members except for Nick Kimberlin (VP) will be able to continue serving on the board in their current position. It was decided that the VP position will remain open until it can be filled later in the year. The following slate of candidates was accepted by acclimation.

- Approval of August and September 2016 Minutes was tabled until next month.
- Representatives from the Traffic Calming Office were there to present the findings of the most recent traffic study performed in Salemtown. The study consisted of tracking the number of cars that passed through the streets of the neighborhood and how fast they were traveling. Germantown and Salemtown have partnered for a comprehensive plan to evaluate traffic/lighting/sidewalks in both neighborhoods. The following information is in addition to that separate plan.
- Speeds are generally lower than the 30mph speed limit, due to the characteristics of our streets. A request to lower the speed limit would need to go through the traffic and parking commission. There is a mixture of four way and two way stops in the neighborhood. Metro Public Works would be need to make the decision to change a two way into a four way.
- The neighbors that were present generally agreed that although it was good that the average speed of drivers was not above the speed limit, but also felt that due to the congestion and street parking that 30mph was too fast. We were informed that we cannot have speed bumps installed.

- The section of Coffee between 3rd and 4th is very narrow. Too narrow to allow for street parking. Lindsey will be contacting the people whose homes face this street to discuss No Parking signs.
- There are a number of options to help organize street parking and increase visibility at 2 and 4 way stops. The Traffic Calming Office will be putting together a detailed list of suggestions and providing them to the SNNA board.
- Treasurers/Social Report:
- The SNNA fund raising goals for the Halloween block party have been met.
- SNNA will provide trick or treat stations during the party so that residents do not have to host 2 days of treating.
- The Salemtown tshirts are available.
- The SNNA members Christmas Party will be held on Dec 17, 6pm

ii.We will be hosting Trunk or Treat for the Nashville Rescue Mission at Garfield and Rosa Parks at 6pm on Sunday Oct 30. We need 10 cars and 2 alternates plus volunteers to run games and other activities.
ii.The Halloween Block Party will be held at the 1600 block of 5th Ave North Saturday Oct 29 from 6 to 10pm. In the past the party has been held on Halloween and the folks that live on that street have passed out candy. We are trying to decide how to handle this since it will not be Halloween. Rochell is seeking volunteers to help with set up and clean up.
iii.We will be selling water at Octoberfest on Oct 8 as a fund raiser for the block party.

- Community Guests
- James Soto, Salemtown neighbor and owner of Germantown business, Industrial Strength Marketing greeted the group and told them a little bit about the company and their goals. He mentioned that it is part of the company vision to be involved in community in a positive way. They do this, in part, by allowing groups such as SNNA to use their facilities for meetings and events.
- Josh and Erin Hurst, presented information regarding their Guitar Build Workshop that will be held on Saturdays at their shop on 4th Avenue North in Salemtown. During this one day workshop, participants can build a guitar start to finish. No experience necessary. (GuitarBuildWorkshop.com)
- Developers who are currently in the middle of a building project (8 units)at the corner of 4th and Garfield came to the meeting to present their request to expand the project to include the lot to the south. There would be a total of 16 units, 8 on each lot. All but 2 units will have 2 car garages, and they will be required to place no parking signs on 4th and Garfield. There will be 7 visitor spaces off of the alley behind the houses, for a total of 34 spaces where codes would require only 24. When the members present expressed concern regarding extra visitor parking on these streets, they suggested that there could be some language in the HOA documents to prevent visitor street parking. The design for these units has already passed planning, but have not yet gone before the city council. The new phase would have a completion date of approximately October 2017.
- Mitch Kornberg- Metro PD Community Liaison- Crime is down in this area 12% from this same time period last year. There have been 4 robberies in the Capital District, one of which was an armed robbery of a pizza delivery person on the 1600 block of 5th Avenue North in Salemtown. Two of the three suspects involved have been arrested. Overall robberies and assaults are down but vehicle break-ins and shoplifting are on the rise. Emergency call response times are around 4 minutes. Metro PD is currently hiring to make up for attrition, but they are not increasing the size of the force until the addition of a new precinct.
- Neighbors to Neighbors (Social Outreach committee)-

- Community Liaison Officer Report (Metro PD): Officer Robert Kerpka
- North Precinct overall has shown improvement this summer over last. Overall crime is reduced, and there have been no homicides. As a reminder please remember to lock your cars, and DO NOT leave firearms in your car—as these are frequent opportunities for crime in our area.
- There has been a major reduction in violent crime in Nashville since last summer and a 12% increase in the number of guns that have been removed from the street.
- Metro PD has been participating in a new program called HOT SPOT, this is a homeless outreach program with the goal of moving the chronic homeless into transitional housing.
- District 19 Council Person, Freddie O’Connell:
- There has been an increase of on street parking on the 1600 block of 7th Avenue. This is likely due to spillover from the women’s mission. Freddie and Lindsey have been in contact with the mission leadership and are working on having the “no parking” signs on the 1700 block of 7th removed so as to allow parking in this area.
- Germantown neighborhood association and SNNA have put together a task force to examine traffic and parking issues. Darren Bradford is the point person from SNNA in this project. They will address signage, speed limits, parking restrictions, sidewalks etc. There is a new interim director at Metro Public Works, and he has been open to working on these issues.
- Music City NYE Celebrations have been moved to Bicentenial Mall. This project is still in the early planning stages, but Freddie assures us that the neighborhood will have a place at the table.
- There are 3 current bills before the council regarding short term rental agreements (STRs) or AirBnB type rentals. The second reading for these ordinances is set for Tuesday September 6th. Feddie is concerned that although the budget for the codes department has been increased, they do not appear to be better able to enforce the existing regulations.

- A Salemtown land owner who is interested in building on his property at 1809 6th Ave N requested SNNA’s approval of a height variance. He is interested in building two detached units on this property. The height limit for 2 detached units is shorter than if the units are joined. He showed the group renderings of two traditionally roofed homes, with a rooftop deck in the back of the units, this property has a slope and therefor the houses will be higher than street level. The owner stated that he will not sell the unit as an STR. The owner made an effort to speak with neighbors prior to presenting his requests to SNNA in order to understand their desires for the neighborhood. There were several 6th Ave residents in attendance. The general agreement of those in attendance that the two units were preferred and the association would agree with the requested height variance.
- Social Committee:
- The Neighborhood Yard Sale was canceled due to lack of interest. We will see if there is sufficient interest in the spring to reschedule.
- The Annual Chili Cookoff is scheduled for Thursday September 15th at 630pm. This is a fund raiser for the SNNA costs associated with the Halloween Block Party.
- There are 4 sponsors confirmed for the Salemtown Halloween Block Party, 312 will serve as our presenting sponsor again.

- Metro PD Community Officer had been unable to attend this meeting.
- Reminder from LC to lock car doors, secure valuable items outdoors such as bikes, lawn movers, trimmers. Maintain a log of serial numbers to identify stolen items.
- Also, please report all suspicious instances to Metro PD—This helps to give them a better idea of what is happening in the neighborhood and they can regulate patrols accordingly.
- Night Out Against Crime Event August 2
- SNNA would like to increase the Capitol District involvement with this yearly event. Community members from Buena Vista, Germantown and Hope Gardens will be helping us. She is interested in involving some Germantown businesses as well as members of Neighbors to Neighbors (The community service arm of SNNA.) She is in need of volunteers for the planning committee and the day of.

- New Business:
- Two realtors have contacted LC wanting to organize a tour of homes event and hoping for neighborhood indorsement. They were told that we would need information on what non-profit they would be supporting with the event. We are waiting to hear back.
- New neighbor Holly requested assistance with a parking issue in Salemntown Cottages. The 1.5 spaces per house hold does not appear to be sufficient and has resulted in a tense atmosphere for neighbors. LC offered to help with guidance and information from Public Works.
- Sonja, the representative from Germantown Neighborhood Association announced that Oktoberfest would be happening the 2nd weekend in October. She said that they were thinking about hosting a hospitality tent for Germantown Association Members and would open it up to SNNA members. She also said that they would be holding the annual 5K, and are in need of volunteers for that event.

- Upcoming SNNA Events
- Sip N Stroll: June 5th 2-5pm. This event is open to Salemtown Residents and their guests. The starting location will be posted on NextDoor. Donations will be accepted towards the SNNA general fund.
- Pink Flamingo Happy Hours: This weekly, casual happy hour get-together starts Thursday June 2 with a potluck/grill out. PFHH will happen every Thursday evening in June and July at the homes of various neighbors. It begins at 630pm and goes til approximately 830pm. There are still available dates if you are interested in hosting.
- Neighborhood Clean Up Day has been postponed. More to come later.
- Membership: We have 44 dues paying members so far this year, many of which are new members. The board is working on contacting renewing members regarding their membership.
- New Member Engagement: in 2015 SNNA focused on generating a social media presence. That appeared to help get the word out and we saw an upturn in membership. That upturn has since flattened out and we are seeking new ways to increase interest. Some suggestions:

- Neighbors to Neighbors (Social Service arm of SNNA)
- N2N sponsored a booth at the Capital District Street Fair. They sold water and served as a spot for neighbors to meet and congregate at the fair.
- This summer we will be gathering school supplies for Buena Vista Elementary school. (See previous months minutes for more information regarding the school.) We will be collecting supplies at all SNNA monthly meetings and PFHH.
- Salemtown Sign—The sign that will be placed at the Rosa Parks/I-65 entrance to the neighborhood has been ordered and will be installed in June.
- Neighbor Rachel Thomas provided information to the group regarding her experience with some neighborhood children playing with a gun near her home. She praised the Metro Nashville PD for their rapid and measured response to the situation.

04/25/16 SNNA Minutes

1. Minutes were reviewed and a motion was made to accept the minutes as written by John
Hutchenson, 2 nd by Carol Freedman. Passed by unanimous voice vote.
2. Community Reports:
a. North Precinct Community Liaison Officer Robert Kerpka updated the group on a couple
of recent crimes in the area. Pieces Boutique was broken into in March. There were
eyewitnesses as well as camera footage. The PD has identified a person of interest in the
case and expected an arrest soon. They think that this might be the same individual that
broke into Wilder in Germantown previously. In addition there was a home that was
broken into around the end of April in Salemtown. The window in the front door was
broken and a TV was stolen. The PD had been able to take good fingerprints in this case.
*reminder- if your home is burglarized, please refrain from touching your belongings
(including doors and windows) until the police have time to investigate. Fingerprint
evidence is easily obliterated. In addition it is a good idea to make note of the serial
numbers of your items (tvs, lawn mowers etc) keep them in a safe location—such as
with your tax information. Having these numbers available makes it possible to ID your
belongings if they are stolen.
There was also an armed robbery of a resident of Hope Gardens. The individual was
cleaning their car after dark, some young people approached the car demanding his
valuables, the victim ran and the suspects fired their weapon at the victim. Officers were
nearby and responded to the scene with in minutes.
Officer Kerpka also noted that construction is not supposed to occur on Sundays without
proper permit. If you notice bothersome construction on a Sunday you can call the non-
emergency number to report.
b. AirBnB Community Meeting Summary from Lindsey Cox: On April 13 five council persons
including our councilman Freddie O’Connell held a meeting regarding the current status
and future of short term rentals in Nashville. The official stance of SNNA is that there is
currently an ordinance in Nashville that regulates these rentals and residents should
abide these rules. The meeting was very well attended. There were upwards of 200
people there, owners and residents. LC mentioned that if you needed to report a
violation you should contact all of the following 1. The police if there is a noise
complaint or if it is after business hours, 2. Codes and 3. The rental company. There will
be more meetings scheduled in the future and SNNA encourages all members to attend.
c. The developer for the property on 7 th and Garfield (Troy Stackhouse/Stone and
Howorth) were there to update SNNA on the design changes to this property since they
presented at our February meeting. The number of units has been reduced from 8 to 7,
all units will have a garage, and there will be 4 guest parking spaces at the rear of the
property. The developers have revised the architecture to a more traditional look. The
units will be 3 story with a brick exterior. There will be a hidden rooftop deck. They
intend to try to reduce the overall height by removing some of the existing hill. Rock
removal has been figured into the budget. In addition, they intend to include some large
trees in the design. These changes were well received by those in attendance. The time
line includes three readings in planning that should start in May, then if all goes will
ground breaking in September or October.
3. Committee Reports
a. N2N:
i. We are interested in starting a program that can help individuals going through
difficulties by bringing meals. If you are interested in nominating someone for
the program please contact Mindy Quinn or another member of SNNA to sign
them up.
ii. Saturday May 21 is the Capital District Street Fair in Morgan Park. SNNA and
N2N will have a booth. We will be selling water, and generally serving as a spot
for neighbors to gather. Please sign up if you are interested in helping.
iii. N2N is partnering with our zoned Elementary School, Bunea Vista
Elementary. We will be collecting supplies for them over the summer for the
beginning of the 2016-2017 school year. More details to come.
iv. Friday May 20 is the Buena Vista Elementary field day. They are in need
of volunteers please contact Megan McGuire at the school.
1. Megan McGuire who serves as the Community Achieves Coordinator for
Buena Vista Elementary. She presented the following information.
There are 330 children at BVE, all of whom are in poverty. She partners
with their parents to meet the basic needs of the children. She helps to
make sure that they have clean clothing to wear and enough food to
eat. The elementary school maintains a clothing closet and a food
pantry. Ongoing needs are as follows: Mentors/lunch buddies,
community garden, supplies.
b. Social Committee and Treasurers Report:
i. The SNNA St. Patrick’s Day party was a success.
ii. Upcoming Events: May 7 Clean up Day, June 2 Pink Flamingo Happy Hour Kick
off, June 5 Sip n Stroll
i. We have ordered new Salemtown T-shirts in vintage purple. If you did not pre
order you can pick one up on a first come first serve basis for $20.
ii. 11 new households have joined SNNA this year, but we lack 29 members from
last year. If you have yet to pay dues this year see Rochell.
4. Announcements:

a. North Precinct Community Liaison Officer Robert Kerpka updated the group on a couple
of recent crimes in the area. Pieces Boutique was broken into in March. There were
eyewitnesses as well as camera footage. The PD has identified a person of interest in the
case and expected an arrest soon. They think that this might be the same individual that
broke into Wilder in Germantown previously. In addition there was a home that was
broken into around the end of April in Salemtown. The window in the front door was
broken and a TV was stolen. The PD had been able to take good fingerprints in this case.
*reminder- if your home is burglarized, please refrain from touching your belongings
(including doors and windows) until the police have time to investigate. Fingerprint
evidence is easily obliterated. In addition it is a good idea to make note of the serial
numbers of your items (tvs, lawn mowers etc) keep them in a safe location—such as
with your tax information. Having these numbers available makes it possible to ID your
belongings if they are stolen.
There was also an armed robbery of a resident of Hope Gardens. The individual was
cleaning their car after dark, some young people approached the car demanding his
valuables, the victim ran and the suspects fired their weapon at the victim. Officers were
nearby and responded to the scene with in minutes.
Officer Kerpka also noted that construction is not supposed to occur on Sundays without
proper permit. If you notice bothersome construction on a Sunday you can call the non-
emergency number to report.
b. AirBnB Community Meeting Summary from Lindsey Cox: On April 13 five council persons
including our councilman Freddie O’Connell held a meeting regarding the current status
and future of short term rentals in Nashville. The official stance of SNNA is that there is
currently an ordinance in Nashville that regulates these rentals and residents should
abide these rules. The meeting was very well attended. There were upwards of 200
people there, owners and residents. LC mentioned that if you needed to report a
violation you should contact all of the following 1. The police if there is a noise
complaint or if it is after business hours, 2. Codes and 3. The rental company. There will
be more meetings scheduled in the future and SNNA encourages all members to attend.
c. The developer for the property on 7 th and Garfield (Troy Stackhouse/Stone and
Howorth) were there to update SNNA on the design changes to this property since they
presented at our February meeting. The number of units has been reduced from 8 to 7,
all units will have a garage, and there will be 4 guest parking spaces at the rear of the
property. The developers have revised the architecture to a more traditional look. The
units will be 3 story with a brick exterior. There will be a hidden rooftop deck. They
intend to try to reduce the overall height by removing some of the existing hill. Rock
removal has been figured into the budget. In addition, they intend to include some large
trees in the design. These changes were well received by those in attendance. The time
line includes three readings in planning that should start in May, then if all goes will
ground breaking in September or October.
3. Committee Reports
a. N2N:
i. We are interested in starting a program that can help individuals going through
difficulties by bringing meals. If you are interested in nominating someone for
the program please contact Mindy Quinn or another member of SNNA to sign
them up.
ii. Saturday May 21 is the Capital District Street Fair in Morgan Park. SNNA and
N2N will have a booth. We will be selling water, and generally serving as a spot
for neighbors to gather. Please sign up if you are interested in helping.
iii. N2N is partnering with our zoned Elementary School, Bunea Vista
Elementary. We will be collecting supplies for them over the summer for the
beginning of the 2016-2017 school year. More details to come.
iv. Friday May 20 is the Buena Vista Elementary field day. They are in need
of volunteers please contact Megan McGuire at the school.
1. Megan McGuire who serves as the Community Achieves Coordinator for
Buena Vista Elementary. She presented the following information.
There are 330 children at BVE, all of whom are in poverty. She partners
with their parents to meet the basic needs of the children. She helps to
make sure that they have clean clothing to wear and enough food to
eat. The elementary school maintains a clothing closet and a food
pantry. Ongoing needs are as follows: Mentors/lunch buddies,
community garden, supplies.
b. Social Committee and Treasurers Report:
i. The SNNA St. Patrick’s Day party was a success.
ii. Upcoming Events: May 7 Clean up Day, June 2 Pink Flamingo Happy Hour Kick

The developers said that the landscaping is at the end of the planning process, but took note of our request.

It was suggested that if you leave your bike outside, please invest in a good quality bike lock.

The area that is currently grassy field, the north parking lot, and the north sheds are set to be demolished for the new museum and parking lot. This will result in a net loss of parking for the market, especially during the construction phase of the project. Although this is a concern the city is working on a parking plan that should include state parking lots and shuttles. The new Sounds Stadium parking garage should also be available. The ground breaking for the museum is April 6.

This will require a change to the SP in order to increase the density on this property. The dwellings will fall in line with the attractive higher density housing that currently exists in the neighborhood (ex: 5th and Garfield). They showed a site plan and a conceptual front elevation. Approximately 5 units will have garages, the rest will have 2 parking spots per unit plus one extra visitor spot. They will be 3 story units of approximately 2000 to 2400 sq ft. Storm runoff will adhere to city codes.

Lindsey Cox proposed that a metal sign, set slightly away from the fence, giving a three dimensional appearance would be attractive and low maintenance. SNNA would be responsible for future maintenance and upkeep. Brandy asked about the possibility of adding lighting to the sign. Lindsey said that she will keep the neighbors updated on NextDoor.

Q: Freddie O’Connell asked for follow up information regarding emergency service miss-routing of a couple of Salemtown property crime calls. Officer Kerpka did not have the answer but promised to forward the question to Com. Graves to contact Freddie with the answer.

- Green Fleet Bicycles
- Moved from Edgehill Village. Wanted to move to a bike-able area. The store is transportation oriented—using the bike for grocery, work as well as recreational purposes. The company started as a messenger service and evolved into bike shop. Now they do bike tours, rentals and sales. They are now located on Jefferson near Garden Brunch Café. It is their goal to be a resource for community. Provide bike maps and sponsor rides. They have several bike tours: the most requested one is an overview of Nashville. Designed to be very bikeable, so that anyone can do it. Their route is from the Mall to public square to Ryman, and takes about 2.5 hrs. They give tours 5 days a week, 9 months of the year, and rates are around $59 per person.

- Overview of established committees: Most of this subject was put off due to limited time, but Lindsey mentioned that the board has decided not to pursue 501c3 status at this time since it is costly and arduous process. The board agreed that if membership moves to certain level the process to obtain nonprofit status will be started. Lindsey requested that members be on the look out for posts on NextDoor requesting volunteers for Social, Membership and the newly formed ad hock committee Philanthropy.
