Community Safety Meeting Update
Meeting Date: 3/30/24 @ 10:00am NMPD North Precinct

I wanted to share some of the major takeaways from the Community Safety Meeting:
1.) Report, Report, Report – Metro is data driven, that said if you do not report an incident, it does not show up in the system. When MNPD requests more resources the data gets reviewed, if the data does not support the need, then the request gets denied. There are several ways to report an incidence:
If you do not report an incident, it never happened.
2.) Lighting – Lighting deters crime, NES is replacing all streetlights with LED lights that will self-report outage, until this is completed, please report any outages to NES, you will need to provide the pole number.
3.) Extra Patrols have been added, Unit 72 is a dedicated team whose only job is to look for thieves. This unit begins its surveillance at 10:00 p.m. in marked and unmarked cars. Their entire focus is to seek out suspicious looking individuals.
4.) Mental Health Help, 95 CAR is a police car staffed with the police officer and a mental health professional to assist with homelessness and individuals with mental illness.
What is the City doing?

Discussions:
A lot of dialog regarding unkept promises communicated to the Salemtown Association by Glenn Cranfield, Mission CEO to relocate the playground and picnic areas to a center court yard, removing it from being accessible from the street, offering protection to the guests and avoid loitering of visitors. Today those areas remain in the same location as before. The Mission panel had no idea that was “supposed to be the plan” as they are all relatively new to the Mission.
Loitering of guests on private property was a hot topic
Trash – plastic bags attached to the fence, overflowing with debris
The alley next to the church is being used for vendors to solicit for cell phones purchases adding to the loitering problem also the alley is being blocked by emergency vehicles, both obstructing the owners from being able to access their property.
Lack of lights by the courtyard
Security – there is a tremendous lack of security. The Mission currently has one woman who patrols the Mission property on a golf cart during the week. The Mission has several security positions open unfortunately they have not been able to fill.
Resolutions discussed:
1)Security issues:
The Mission and the Community are committed to work together to resolve the issues, which will be ongoing and of different nature as time goes on. We need to schedule follow-up Town Halls to keep everyone accountable and be able to assist each other in resolving the issues at hand. It was suggested another Town Hall be scheduled in approximately 6-8 weeks.
A fundraiser was suggested – I will follow up with that person.
The Mission has a tremendous need for volunteers, if anyone can spare an hour or more any time is greatly appreciated.
I spoke with Joy and offered to follow-up.

We are thankful for such a great turn out of folks who care about this neighborhood and are committed to help address these concerns. It will take us continuing to work side by side for change to happen.
I want to send a follow up email to the folks who were in attendance and provided their emails, this week has just been exceptionally full. I did want to give you a few updates on the things.
Security: I have gone over the job description with our current staff member who does rounds on NRM property regarding vaping and being on her cell phone. Hopefully this will improve. I have an interview next week with another potential candidate, we are hopeful.
Loitering: I have received contact information for the mobile crisis unit supervisor for our area. We call the hotline regularly for guests who are having a mental health crisis, and they are good to respond. I am setting up a meeting with the mobile crisis supervisor and will share our mutual concerns. Hopefully she has some helpful tips or ways they can support us moving forward. I am also looking to schedule a meeting with MPD, OHS, MDHA and potentially Jacob to discuss our larger issues of homelessness in Nashville and how we can address women and children. More to come on this.
Playground:
I have asked our operations team to move the picnic benches closer to the playground and away from the street. They will also start cleaning up the back grass area.
We have signed a contract with a fence company who is backlogged. They will install a new fence, although similar to the one currently there, it will be completely contained and will be locked at night. This will minimize risk of trespassing specifically at night.
We are open to the idea of planting trees along the fence on Garfield just as we have done on 7th street. If you can please send any information you have from Root Nashville that would be amazing.
Cement trash cans have been placed in the playground area and plastic bags hung on the fence have been removed.
The lighting that is out is a black lantern streetlight on 7th that belongs to the city. I have gathered the information from the streetlamp and have an email to NES & others in regard to getting this fixed. I started the conversation with our VP of Operations regarding more lighting, potentially solar paneled mountable streetlights. These might not work in Nashville as well as CA but we will continue the conversation and explore other options.
Cindy, I know this list will grow and change, it will take time to build trust as we get to know each other. I heard everything that was said on Tuesday, and I take these concerns very seriously. Even though it's only been 2 days, I have been working on all of these above everything else because I am committed to making change, bringing order and restoring safety to our neighborhood.
One more thing I forgot to mention. Mark Bernsdorf, with assurance wireless/cell phone provider, will be in tomorrow and regularly at about 10am. We have created a space for him inside our day room to meet with our guests. If any neighbor sees another cell phone provider setting up anywhere off NRM property, can you please let me know? Hopefully they will not be in the alley or on the church grass moving forward.

- Reevaluate budgets to Increase wages to attract candidates, currently they are offering $15-$18 per hour
- Outsource security to licensed security firm – this may be cost prohibited
- Utilize part time employees as well as full time employees
- Work with Crisis Intervention
- Call police if the loitering is on the surrounding residential properties
- Install ring doorbell on residential properties to be able to talk to the trespassers
- Increase police presence
- Have patrol car on the Mission property
- Work with crisis intervention to help with guests with mental illness
- A new fence is being installed – hopefully it will be private and secure
- Move the playground and picnic areas further onto the property
- Plant trees – free from Root Nashville
- Contact emergency services to make them aware they are blocking residents
- Contact vendors and allow them to use the Mission parking lot
- Garbage cans have been ordered waiting on delivery
- The Mission will follow up with NES to get the proper lighting installed

Loitering: I am very appreciative of the Crisis Co-Response training offering, the suggestion of monitoring the times when the loitering takes place and her offer to work with the community.
Trees/PLayground: Once I have something solid on any tree donations I will reach out to you to loop in the Ops VP. The fence will be a great enhancement.

Hi Cindy,
I wanted to touch base with you and keep our communication going. A few things, I am attaching the sign in sheet like you requested, thank you for handling that as I am way over capacity.
Streetlight: I spent over an hour on the phone with someone from NES and she was able to put in a request for the streetlight that is out on Garfield. They sent a technician out and reported back that they do not think this type of lantern is under their jurisdiction. I tried to explain to her that the light does not belong to NRM and that there are 19 other lanterns in the area. On the NES website it shows this type of lantern. Since it was not attached to a utility pole and did not have the same uniform number, they would not fix it. She also told me some bulbs have been on back order for serval months. I am not sure if Jacob Kupin has a fast track to finding out who the right person is to connect with. I was hoping I could have already had this resolved once I got a live person on the phone but that was not the case. I am happy to reach out if we find the right person to contact.
Security: I believe I mentioned I spoke with our current gal who does rounds of our property about vaping/being on her cell phone etc. She was very receptive and apologetic for the way she had been perceived by the neighbors. I am hoping for those who do observe her, they feel as though she has made improvements. We also had a productive interview with a potential candidate yesterday and will be extending an offer. If all goes well, he will be working Monday- Thursday 2pm-12am. We hope this will ease some of the concerns although we know the weekends are still open and we are actively working on recruiting for this position.
Loitering: I had a great conversation with Aisha Robinzine, The Crisis Co-Response Supervisor for North and South Precincts. Aisha works with the Mental Health Cooperative. She was willing to help in any way they could and once we set a date for our next town hall meeting her team is willing to come. We also talked about co-hosting a trauma informed care training for any neighbors who might be interested. She had a very helpful idea about police making rounds. She said if we have specific times of day that loitering seems to be a problem we can call North Precinct and ask for extra patrol during this time. She said the officers are given these their rounds at the beginning of their shifts, so if we just ask for patrol they will usually come at the end of that shift. If we have specific times this could be very helpful. I would be happy to work with MPD in this area if you could gather what days or times folks are having the most problems. I believe this idea, paired with our new Guest Specialist and a stronger partnership with the crisis co- response team will definitely help.
Trees/playground: Please let me know if you make headway with nurseries donating trees etc. I will need to include our VP of Operations in these decisions and for planting. The fence for the playground is still in que although we have signed the contract. Once installed it will be locked at night and hopefully decrease the risk of folks finding their way into the playground after dark.

The Germantown and Salemtown Neighborhood Associations met today with the Administrators of the Morgan Park Community Center. The Germantown and Salemtown Neighborhood Associations met today with the Administrators of the Morgan Park Community Center. This meet and greet was put together to let people know more about this great facility. We met with Allison and Robert the center administrators, they are anxious to meet with the community and show all the amenities they have to offer as well as develop programs to encourage neighborhood participation. Did you know: That unlike Trix that are just for kids, the Morgan Park Community Center is for all members of the neighborhood?
Here are some of the features that are available to the community 5 days a week and open most nights until 8:30.

- A Racquetball Court
- A full-size Nautilus gym
- Exercise Bikes
- A game room with a Pool table, Ping Pong Table, and Card and Board Games
- A Tot Time program for young families to bring their children ages 1-4 and meet with other neighborhood families.
- They are currently running a basketball tournament for kids ages 4-11. There are multiple divisions. The championship games are coming up soon.

- March, June, August & October plus piggyback on Germantown’s clean-ups
- Scheduling the Community Resource Officer to attend the Community meetings
- Learn more about the Garbage can program
- Connecting with the Facilities Manager of the Mission
- Trees for Neighborhood Yards – free trees for your property
